The legal position

Criminal Procedure Law sections 67A–67L govern conditional closure in eligible offences and circumstances. A prosecutor must approve the route, with possible payment, compensation, undertakings or other conditions. It includes factual admission without conviction, but closed-case information may remain subject to restricted access under criminal-information law.
