The practical dilemma
A building or school group circulates an accusation of theft or professional misconduct about you.
The legal position
A civil defamation claim does not require a public group or hundreds of readers. Publication to another person may suffice; section 2 also addresses written material likely to reach someone else in context. Meaning, identification and context remain essential, and not every insult is actionable. A shared-interest or good-faith argument is not blanket immunity.
