The legal position
An appeal or leave application does not automatically stay a decision. Regulation 145 generally allocates pre-appeal relief to the deciding court and post-filing relief to the appellate court, with the applicable leave and remedy framework to check. Prospects, balance of convenience and possible security matter. Without-notice relief is exceptional; urgency does not replace evidence or an express order. Official source 1
